Strengthening W-MSMEs in Africa
Women-led micro, small and medium-sized enterprises (W-MSMEs) are a driving force of inclusive economic growth across Africa. Yet, they face heightened vulnerability to climate shocks, pandemics, and economic crises due to systemic gender gaps in access to finance, technology, and markets.
The Women’s Economic and Financial Resilience Toolbox presents practical solutions and evidence-based approaches to strengthen the capacity of women entrepreneurs to anticipate, absorb, and adapt to shocks and stressors. It offers a clear framework and a set of tools that development practitioners, financial institutions, and policymakers can use to build more resilient and gender-responsive ecosystems.
While the toolbox alows an in-depth analysis, it comes with a shorter practical guide summarising practical tools, global insights, and a three-phase resilience framework.
A Framework to strengthen women entrepreneurs’ resilience
Developed within the framework of the Team Europe Initiative (TEI) Investing in Young Businesses in Africa (IYBA), these toolbox and related practical guide propose a resilience framework focusing on the three following stages: i) anticipation and preparation, ii) absorption and recovery, iii) adaptation and transformation.
The toolbox identifies key structural barriers that prevent women entrepreneurs from fully preparing for and recovering from crises. By addressing these barriers with gender-responsive financial tools and technical assistance, it aims to close critical resilience gaps for women entrepreneurs.
Practical tools and solutions
The toolbox and the practical guide review a set of ten innovative financial products and delivery mechanisms that have been adapted to the needs of W-MSMEs. These instruments are to be complemented by a dual-level technical assistance: to financial institutions (e.g. gender audits, product design, digital solutions), and to women entrepreneurs (e.g. digital, financial, and climate resilience skills).
Measuring what matters
To enable evidence-based action, the reports introduce a Resilience Measurement Framework for W-MSMEs. This framework provides gender-disaggregated indicators for each resilience stage, going beyond access to finance to capture actual use, behavioural change, and adaptive capacity over time.
An evolving resource for practitioners
The WEE Resilience Toolbox and Practical Guide are intended as a practical reference for development partners, DFIs, MFIs, investors, and policymakers. They can be used to design, scale, or replicate context-specific solutions that enhance women’s economic and financial resilience across Africa.
As with all IYBA resources, they are designed to evolve through feedback, additional case studies, and new tools emerging from the field. Stakeholders are encouraged to contribute examples of effective instruments, programmes, and policy innovations that support W-MSMEs at scale.
