Analysing the entrepreneurial ecosystem in Togo: a nascent dynamic supported by business environment reforms
The report provides a foundational understanding of the Togolese ecosystem’s unique context, including the existing strengths and weaknesses of the private sector, common business models among early-stage enterprises, and key entrepreneurial ecosystem dynamics that either hinder or support early-stage entrepreneurial activity, in particular youth- and female-led enterprises.
Why should I read this diagnostic?
The entrepreneurial ecosystem in Togo has seen significant developments in recent years. Reform 4 of the roadmap, the TMPE Charter and the establishment of the TPME Development Agency all reflect significant political will. There has been an increase in the number of projects and business support services, as well as a strengthening of entrepreneurial culture. Particularly in digitalization, efforts are being made at the ecosystem level to increase entrepreneurship, especially among young people and women.
However, challenges persist, such as limited access to financing for businesses, and low decentralization of business support services; electricity and telecommunications deficit in rural and peri-urban areas; weak promotion of entrepreneurship at school and in the media, among other things.
This report analyzes strengths and weaknesses, and identifies obstacles and opportunities for targeted intervention.
It provides an analytical framework for the ecosystem based on nine pillars that can hinder or foster the growth of pre-seed and seed-stage companies, and proposes recommendations and strategic actions to strengthen the entrepreneurial ecosystem along 4 intervention axes:
- Capacity building and networking.
- Business environment.
- Entrepreneurial culture.
- Mapping and knowledge of the ecosystem.

This diagnostic provides insights to any actor willing to support the Togolese ecosystem, or playing a significant role in creating an environment conducive to innovation, the creation and growth of youth and women's businesses, whether they are business development providers, policymakers, investors, development partners, academics, media, etc.
